Decision Foundations

Note 01

Decisions Need Goals

Name the purpose before comparing the process.

A decision method can only be evaluated in relation to the goals of the group using it. Speed, broad support, expressive choice, simplicity, and minority representation are different goals, and a method may advance some while placing pressure on others. Beginning with explicit goals keeps a comparison from quietly changing its standard halfway through.

Example, questions, and limits

A fictional neighborhood reading circle must choose one of four themes for its next season. Some members prioritize a quick decision, while others want the selected theme to be acceptable to as many members as possible.

  • Which goals has the group stated in advance?
  • Could two reasonable goals point toward different methods?
  • How will the group know whether the process met its goal?

Evidence: Record the stated goals before examining an outcome. Compare process measures with the same definitions across every method considered.

Limits: No single list of goals is universal, and participants may assign different weights to the same goal.

Note 02

Rules and Administration Are Different

Separate the counting rule from the way a process is carried out.

A decision rule explains how expressed preferences become an outcome. Administration covers matters such as notice, access, instructions, recordkeeping, and the handling of mistakes. A strong rule can be administered poorly, and careful administration cannot by itself resolve every design tradeoff in a rule.

Example, questions, and limits

A fictional makerspace uses a clear point system to select workshop topics, but several members receive the participation instructions too late. The counting rule and the access problem require different remedies.

  • Is the concern about the rule or about implementation?
  • Would the same rule behave differently with clearer administration?
  • What evidence would distinguish a design problem from an access problem?

Evidence: Document procedures and outcomes separately. Look for consistent instructions, equivalent access, and a reproducible count before attributing a result to the rule alone.

Limits: Rule design and administration can interact, so the distinction is analytical rather than absolute.

Single-Winner and Multi-Winner Decisions

The number of available places changes the design question.

Selecting one option and assembling a group of several options are different problems. Single-winner methods usually focus on identifying one broadly supported result, while multi-winner methods may also consider how a set reflects varied preferences. A fair comparison should therefore begin with the actual number and purpose of the available places.

Example, questions, and limits

A fictional arts cooperative first chooses one annual exhibition theme, then separately chooses five workshops for a seasonal schedule. The same method may not fit both tasks equally well.

  • Is the group selecting one result or building a set?
  • Should the final set reflect several distinct interests?
  • Would using the same rule for both tasks hide an important goal?

Evidence: Compare single-winner methods with other single-winner methods and multi-winner methods with designs serving a similar purpose.

Limits: Multi-winner design introduces additional choices about group size, thresholds, and how representation is defined.

Plurality, Majority, and Consensus

Similar words can describe different thresholds and goals.

Plurality means receiving more support than any other option, even when that support is less than half. Majority usually means more than half under a specified measurement. Consensus is broader and can refer to substantial acceptance, a facilitated agreement, or another locally defined standard, so it should never be treated as a precise threshold without explanation.

Example, questions, and limits

In a fictional club survey, the leading picnic location receives 40 percent of first choices, while another location is acceptable to nearly everyone. The group must decide whether it values the strongest first-choice bloc or broader acceptability.

  • What exact threshold is being described?
  • Does consensus mean unanimity, broad acceptance, or a facilitated process here?
  • Are first choices and overall acceptability being measured separately?

Evidence: Define the denominator, the preference measure, and the threshold before comparing claims about support.

Limits: These terms are used differently across contexts, and labels alone do not reveal the quality of a decision.

Expression Versus Simplicity

More ways to respond can add information and cognitive work.

A response format may ask for one favorite, approval of several options, an ordered ranking, or a score. Richer expression can reveal more about preferences, while a simpler format may be easier to explain and complete. The relevant question is not whether more information is always better, but whether the added information serves a stated goal and can be used reliably.

Example, questions, and limits

A fictional community kitchen asks volunteers either to select one preferred shift, approve every workable shift, rank all shifts, or score each shift by convenience.

  • What information does each response format preserve?
  • What additional effort does it ask of participants?
  • Can instructions explain the format without changing its meaning?

Evidence: Test comprehension, completion time, skipped responses, and whether the added preference information affects the decision.

Limits: Simplicity and expressiveness depend on audience, instructions, accessibility, and familiarity.

Participation and Strategic Behavior

Rules can shape how people choose to express a preference.

Participants sometimes respond sincerely and sometimes adjust their response based on expectations about others. Every decision method can create incentives in particular situations, but the frequency and practical importance of those incentives require evidence rather than slogans. It is useful to distinguish a theoretical possibility from behavior observed in a comparable real setting.

Example, questions, and limits

Members of a fictional film club like a small documentary most, but some consider supporting a more popular comedy because they believe their favorite has little chance of being selected.

  • What information would participants need to act strategically?
  • Is the behavior merely possible or actually observed?
  • Would another method remove the incentive or change its form?

Evidence: Separate mathematical examples, laboratory studies, surveys, and observed behavior. Note the setting and information available to participants.

Limits: Private motivations are difficult to measure, and behavior in one context may not transfer to another.

Note 07

Tradeoffs, Not Scoreboards

A comparison should reveal priorities rather than manufacture one winner.

Decision methods are often compared across several criteria that do not move together. Turning those criteria into one score can hide value judgments inside weights and definitions. A transparent comparison instead shows where methods differ, which evidence supports each observation, and which goals the group considers most important.

Example, questions, and limits

A fictional garden committee compares three scheduling methods on speed, inclusiveness, ease of explanation, and flexibility. Rather than total the columns, members discuss why they value each criterion.

  • Who selected and weighted the comparison criteria?
  • Would another reasonable weighting change the conclusion?
  • Are descriptive findings being separated from value judgments?

Evidence: Publish criteria, definitions, weights, and missing data. Use sensitivity checks when a summary score is unavoidable.

Limits: A tradeoff table supports judgment but does not make the judgment for the group.

Plurality Voting

Each participant selects one option; the largest total prevails.

In a basic plurality method, each participant marks one option and the option with the most marks is selected. The method is compact and familiar, but it records only one expressed choice per participant. Its behavior can depend on the number and similarity of available options.

Example, questions, and limits

A fictional workshop group selects one of four poster designs. Each member chooses a single design, and the design with the highest count is selected even if it receives less than half of all marks.

  • How many viable options are available?
  • What preferences remain unrecorded after one selection?
  • Does the group require a majority or only the largest total?

Evidence: Report the full distribution, number of options, participation count, and any ties rather than only the leading option.

Limits: A fictional example illustrates mechanics but cannot establish how the method performs in every setting.

Two-Round Runoff

A later comparison narrows the field when the first round is inconclusive.

A two-round runoff uses an initial round and, when a specified threshold is not met, a second round among a smaller set of options. It allows participants to reconsider after the field narrows, while requiring another stage of participation and administration. Exact thresholds and advancement rules must be stated because designs vary.

Example, questions, and limits

A fictional conference first asks members to choose among five event themes. Because no theme reaches the agreed threshold, the two leading themes advance to a later selection.

  • What triggers the second round?
  • Which options advance and under what rule?
  • Could participation differ between rounds?

Evidence: Track turnout or participation separately for each stage and document the advancement threshold before the first round.

Limits: The mechanics and practical effects depend on timing, access, thresholds, and the number of advancing options.

Approval Voting

Participants may support every option they find acceptable.

In a basic approval method, each participant may mark any number of options, and each mark is counted equally. The option with the most approvals is selected in a single-winner use. The format records acceptability across several options but does not measure the intensity or order of those approvals.

Example, questions, and limits

A fictional volunteer team lists six possible meeting times. Each member approves every time they could reasonably attend, and the time with the most approvals is selected.

  • What does approval mean in this setting?
  • How might different personal approval thresholds affect responses?
  • What preference information is not captured by equal approvals?

Evidence: Explain that participants set their own approval threshold. Report approval totals without implying that every approval has identical enthusiasm.

Limits: The method does not reveal rankings between approved options, and participants may interpret acceptability differently.

Note 11

Ranked Choice and Instant Runoff

Ordered preferences are transferred through successive counts.

In a common single-winner instant-runoff design, participants rank options. If no option meets the defined threshold, the lowest remaining option is removed and those responses transfer to the next available ranking until the rule produces a result. Other ranked methods use different counting procedures, so ranking and instant runoff should not be treated as synonyms in every context.

Example, questions, and limits

A fictional youth arts council ranks four mural themes. The lowest theme is removed in each count, and its rankings transfer to the next remaining choice until one theme meets the specified threshold.

  • Which ranked counting rule is actually being used?
  • How are skipped or repeated rankings handled?
  • What information is shown in each counting round?

Evidence: Publish the exact counting rule and round-by-round totals. Test instructions with users unfamiliar with ranking.

Limits: Ranked methods vary, and a simplified example cannot represent every transfer rule, tie rule, or ballot treatment.

Score Voting

Participants rate each option on a shared scale.

Score voting asks participants to assign each option a value within a defined scale, and a common version selects the option with the highest average or total. It can represent degrees of support but depends on a shared understanding of the scale. The aggregation rule, treatment of blank scores, and meaning of endpoints should be explicit.

A fictional design studio rates five workspace layouts from zero to five for overall suitability. The studio compares total scores after agreeing what each endpoint means.

  • Do participants interpret the scale consistently?
  • Are blank ratings treated as missing or as a particular score?
  • Would totals and averages lead to the same result?

Evidence: Document the scale, aggregation formula, missing-value rule, distribution, and number of ratings per option.

Limits: Scores may not be directly comparable between people, and scale choices can influence how preferences are expressed.

Multi-Winner and Proportional Families

Selecting a group raises questions about breadth and representation.

Multi-winner methods select several options or members rather than one. Some designs reward the strongest totals, while proportional families try to make the overall set reflect distinct groups of preferences. The meaning of representation, the number of places, and the counting family all shape the outcome.

Example, questions, and limits

A fictional community center selects six classes for a seasonal catalog. One approach picks the six largest totals; another attempts to ensure that several substantial interest groups each see at least one preferred class included.

  • What should the selected set represent?
  • How many places are available relative to the range of interests?
  • Which multi-winner counting family is being described?

Evidence: State the number of places, representation goal, threshold, and complete counting rule before comparing results.

Limits: Proportionality has multiple definitions, and no short overview can substitute for the exact method specification.

Primary-Structure Models

A preliminary stage can narrow options in several general ways.

Organizations sometimes use a preliminary process before a final selection. General models may limit participation to defined groups, permit broader participation, or advance a specified number of options under different rules. This module compares abstract structures only and does not describe any jurisdiction's current requirements.

A fictional regional book fair lets local chapters nominate themes before a final all-member choice. The organizers compare whether chapters should advance one theme each or whether all members should participate in one preliminary round.

  • What purpose does the preliminary stage serve?
  • Who may participate at each stage?

Evidence: Describe the complete sequence, participation rules, and advancement formula. Use official sources for any real-world legal structure.

Note 15

Turn a Question Into a Testable Claim

Specific claims are easier to examine than broad impressions.

A testable claim identifies the method, setting, population, outcome, and comparison being discussed. Broad statements such as 'this works better' leave too many definitions unstated. Rewriting them into a precise question makes it possible to identify relevant evidence and recognize what remains unknown.

Example, questions, and limits

Instead of saying one scheduling process is better, a fictional choir asks whether it reduces unfilled rehearsal slots among members who respond within a seven-day window.

  • Which outcome is measurable?
  • Compared with what alternative and in what setting?
  • What result would count against the claim?

Evidence: Write the claim before gathering examples, and preserve the original wording so later revisions remain visible.

Limits: Not every important value can be reduced to one measure, and a measurable proxy may capture only part of the concern.

Separate Facts, Values, and Predictions

Different kinds of statements need different kinds of support.

A factual statement describes something observable, a value statement expresses what should matter, and a prediction estimates what may happen. Discussions become clearer when these statement types are labeled rather than blended. Evidence can inform values and predictions, but it cannot by itself decide every normative priority.

Example, questions, and limits

A fictional museum committee says a process took two weeks, argues that speed should be prioritized, and predicts a shorter process will increase participation. Those are three distinct statements.

  • Is the statement factual, normative, or predictive?
  • What evidence is appropriate for that statement type?
  • Which value judgment remains even if the facts are agreed?

Evidence: Annotate mixed claims line by line and connect each factual or predictive element to a specific source.

Limits: Categories can overlap, especially when definitions contain value choices.

Build a Source Ladder

Match the source to the claim instead of relying on appearance.

A useful source ladder begins with the origin of a rule or dataset, then adds analysis, independent explanation, and clearly labeled organizational perspectives. Source quality depends on relevance, methods, recency, and transparency rather than a single prestige label. For current public procedures, the responsible government source should be consulted directly.

Example, questions, and limits

A fictional cooperative checks its signed bylaws for the actual rule, meeting records for implementation, a research article for broader context, and member essays for competing interpretations.

  • Is this the original source or a summary of it?
  • Does the source disclose methods, date, and limitations?
  • Is a viewpoint being mistaken for an official rule?

Evidence: Save title, author or institution, publication date, direct URL, access date, and the exact claim the source supports.

Limits: An original source can still be incomplete, and an independent source can still contain errors or unstated assumptions.

Read Study Design and Sample Limits

Ask who, where, when, and how before generalizing.

A study's design determines which conclusions it can reasonably support. Sample selection, response rates, measurement choices, and comparison groups can all shape findings. A large sample is not automatically representative, and a representative description does not automatically establish causation.

Example, questions, and limits

A fictional campus tests a new room-booking method with volunteers from one department. The result may describe those volunteers without representing every department or proving the method caused later changes.

  • Who was included, excluded, or self-selected?
  • What comparison group or baseline was used?
  • Which conclusions does the design not permit?

Evidence: Record sample frame, sample size, missing responses, intervention, comparison, outcome definition, and uncertainty measures.

Limits: A short app lesson cannot replace statistical review or subject-matter expertise.

Compare Like With Like

Comparable definitions and settings matter more than matching labels.

Two studies may use the same word while measuring different outcomes, or different words while measuring nearly the same thing. Comparisons should align the decision type, population, time period, number of options, and outcome definitions. When alignment is impossible, the mismatch should be reported rather than averaged away.

A fictional library compares satisfaction surveys from two branches, then discovers that one measured only completed visits while the other invited every registered member.

  • Are populations and time periods comparable?
  • Do key terms use the same operational definition?
  • Which contextual differences could explain the gap?

Evidence: Create a comparison table listing definitions, sample frames, context, and missing information before combining findings.

Limits: Perfectly matched comparisons are rare, and adjustment methods introduce their own assumptions.

Correlation, Causation, and Mechanism

A pattern does not by itself explain why it occurred.

Correlation shows that two measures vary together, while a causal claim says one contributed to the other. A plausible mechanism explains the steps that could connect them, but plausibility alone is not proof. Alternative explanations, timing, selection effects, and experimental or quasi-experimental evidence help assess a causal claim.

A fictional club sees higher attendance after changing its scheduling method, but it also moved meetings to weekends and began offering transportation at the same time.

  • Did the proposed cause occur before the outcome?
  • What other changes could explain the pattern?
  • What mechanism and comparison evidence support causation?

Evidence: List competing explanations and identify evidence that would distinguish among them instead of selecting only supportive examples.

Limits: Strong causal evidence is often difficult to obtain in complex social settings.

Record Uncertainty and Revise Carefully

A claim ledger turns changing evidence into accountable learning.

Responsible analysis records confidence, missing information, and reasons for revision. Updating a conclusion is a strength when the evidence changes, especially when the earlier version remains visible. A claim ledger prevents a confident summary from becoming detached from the assumptions that produced it.

Example, questions, and limits

A fictional neighborhood association initially expects a new agenda format to shorten meetings. After three mixed trials, it lowers confidence and records that meeting topic may matter more than format.

  • What is known, uncertain, and currently missing?
  • What evidence would change the confidence level?
  • Has the revision history been preserved?

Evidence: Date each claim, assign a plain-language confidence label, cite evidence, and record why any wording changed.

Limits: Confidence labels are judgments and should not be mistaken for formal probability unless a method supports that interpretation.

Begin With a Shared Question

A clear inquiry creates room for several possible answers.

A productive conversation starts with a question participants recognize as worth examining. The question should avoid embedding its desired answer and should be narrow enough to explore with available evidence. Agreement on the question does not require agreement on the conclusion.

Example, questions, and limits

A fictional garden group asks, 'Which scheduling process gives members a practical opportunity to participate?' rather than, 'Why is our current schedule unfair?'

  • Does the question assume the conclusion?
  • Can people with different views accept the inquiry as legitimate?
  • Is the scope manageable in one session?

Evidence: Write the shared question where everyone can see it and record proposed changes before the discussion begins.

Limits: Some disagreements concern priorities rather than facts and may persist after a well-framed discussion.

Define Terms Before Debating

Shared vocabulary prevents arguments built on different meanings.

Words such as fair, simple, representative, and effective can carry several meanings. Participants should explain the observable criteria they associate with a term before using it as evidence. A working definition can remain provisional while still making the conversation more precise.

Members of a fictional craft guild disagree about whether a selection process is simple. One means few steps, another means easy instructions, and another means easy verification.

  • What observable feature does the term describe?
  • Are participants using the same definition?
  • Would replacing the label with a concrete measure clarify the issue?

Evidence: Maintain a visible glossary and mark definitions that remain contested rather than forcing false agreement.

Limits: Definitions can clarify a dispute without resolving the underlying value difference.

Ask Neutral Follow-Up Questions

Curiosity can test a claim without turning into a trap.

A neutral follow-up asks for meaning, evidence, scope, or limitations without implying that the speaker is careless or dishonest. Questions work best when they could be asked of any viewpoint using the same standard. This symmetry helps distinguish inquiry from cross-examination.

Example, questions, and limits

In a fictional club meeting, a member responds to a broad claim with, 'What outcome are we measuring, and over what period?' rather than, 'How can anyone believe that?'

  • Would the same question be asked of a favored claim?
  • Does the wording request information rather than assign motive?
  • Can the speaker answer without first accepting a hidden premise?

Evidence: Use prompts about definitions, sources, counterexamples, and uncertainty, then summarize the answer before moving on.

Limits: Tone, relationship, and timing affect how even carefully worded questions are received.

Steelman Another View

Restate the strongest reasonable version before responding.

Steelman practice asks a listener to identify the values, evidence, and tradeoffs that make another position reasonable to its supporters. The original speaker should be able to correct the restatement. The exercise seeks accuracy, not forced agreement or endorsement.

Example, questions, and limits

Two fictional workshop coordinators prefer different signup methods. Each explains the other's strongest concern and receives confirmation before comparing tradeoffs.

  • Would the original speaker recognize the restatement?
  • Does it include the strongest evidence and value concern?
  • Has disagreement been preserved without caricature?

Evidence: Invite the original speaker to revise the summary and record the final version before critique begins.

Limits: No listener can fully represent another person's experience, and some positions remain harmful or unsupported even when stated accurately.

Notice Loaded Frames

Descriptions can guide a conclusion before evidence appears.

A frame selects which features of an issue receive attention. Loaded framing uses emotionally weighted labels, selective baselines, or false either-or choices to make one answer feel inevitable. Reframing the same issue in neutral, concrete terms allows participants to inspect evidence without erasing legitimate values.

Example, questions, and limits

A fictional committee alternately describes a longer workshop process as 'careful participation' and 'needless delay.' It then replaces both labels with the actual number of steps, time required, and participation rate.

  • Which words carry approval or blame?
  • What information is highlighted or omitted by the frame?
  • Can the statement be rewritten with observable details?

Evidence: Compare multiple neutral phrasings and keep the underlying measurements constant.

Limits: Complete neutrality is difficult; every description selects some details over others.

Map Agreement and Tradeoffs

Visible structure helps a group locate its real disagreement.

A dialogue map separates shared facts, shared goals, disputed facts, differing priorities, and open questions. Participants often discover that they agree on evidence but weight goals differently, or share goals but disagree about likely effects. Mapping prevents the loudest disputed point from obscuring the rest of the conversation.

Example, questions, and limits

A fictional music collective agrees that rehearsal access matters but differs on whether predictable times or flexible swaps deserve more weight. The map records both priorities without selecting a side.

  • Which facts and goals are already shared?
  • Is the disagreement empirical or value-based?
  • Which tradeoff cannot be removed by more information alone?

Evidence: Ask participants to approve the map's wording and distinguish unresolved evidence from deliberate value choices.

Limits: A map summarizes a discussion and may omit context, emotion, or power differences that also matter.

End With the Next Evidence Needed

A good session can finish with a better question instead of false closure.

Not every discussion should end in immediate agreement. A useful close records what changed, what remains disputed, and one or two pieces of evidence that would help next. Assigning a source question rather than a persuasive task protects the learning purpose of the follow-up.

A fictional volunteer board postpones a scheduling decision and agrees to test two formats with the same group, record completion rates, and revisit the tradeoff after the trial.

  • What did participants learn or revise?
  • Which disagreement remains and why?
  • What bounded evidence could inform the next session?

Evidence: Create a dated follow-up note with the open question, responsible source finder, and standard for relevance.

Limits: Additional evidence may narrow uncertainty without producing agreement on values.

Organization Perspective Versus General Primer

Attribution helps readers understand purpose and point of view.

An organization may publish both general educational explanations and its own perspective about preferred reforms. Those categories should be visibly labeled so readers can distinguish mechanics from advocacy. A source can be useful while still representing a particular institutional viewpoint.

Example, questions, and limits

A fictional recycling nonprofit publishes a neutral glossary of collection methods and a separate essay supporting one approach. Clear labels allow readers to use each item for its intended purpose.

  • Who created the material and for what purpose?
  • Is a viewpoint labeled where it appears?
  • Can the mechanical explanation be checked against independent sources?

Evidence: Display publisher, category, date, direct source, and any organizational position adjacent to the content it qualifies.

Limits: Labels improve transparency but do not by themselves establish accuracy or completeness.

Law, Policy, and Administration

Related public concepts come from different authorities and processes.

Law establishes binding requirements through an authorized legal process. Policy may describe institutional choices within that framework, while administration concerns how authorized responsibilities are carried out. Educational commentary is neither law nor an official administrative instruction, even when it discusses both.

Example, questions, and limits

A fictional public library has a governing ordinance, a board policy for room use, and staff procedures for reservations. A community essay about improving access does not replace any of those documents.

  • What authority created the rule or guidance?
  • Is the source binding law, internal policy, procedure, or commentary?
  • Where can the current official version be checked?

Evidence: Use the responsible government or institutional source for current rules and record effective dates and revision history.

Limits: This module offers general source literacy and is not legal advice or a description of any current jurisdiction's requirements.

Why Current Election Facts Expire

Dates, locations, eligibility rules, and procedures can change.

Current election information is time-sensitive and belongs with the responsible government authority. An offline educational app cannot reliably provide registration status, eligibility decisions, ballot submission, polling locations, deadlines, or live procedural instructions. Learners should treat any dated secondary summary as a starting point and verify the current official source directly.

Example, questions, and limits

A fictional calendar handout remains accurate for its original event but becomes misleading when reused the following year after the venue and deadline change.

  • What date and jurisdiction does the information cover?
  • Is the source the responsible government authority?
  • Could relying on a cached summary cause a missed requirement?

Evidence: For real election procedures, consult the relevant official government website or office and confirm the page's effective date.

Limits: Civic Method Lab intentionally provides no live election service, personal eligibility assessment, or current procedural instruction.

Recognizing an Official Government Source

Check ownership, authority, scope, and date before relying on a page.

In the United States, a .gov domain is restricted to verified government organizations, but readers should still confirm which agency owns the page and whether it governs the relevant place and topic. Official source recognition also includes checking publication dates, archived notices, contact information, and the difference between a government page and a private page quoting it.

Example, questions, and limits

A fictional resident sees two pages describing a permit: an agency page on a government domain and a neighborhood blog summarizing it. The blog may be helpful, but the agency page controls the current procedure.

  • Who owns the domain and has authority over the topic?
